The baby was rushed to Community Regional Medical Center where she was pronounced dead shortly after the attack on Monday.
The woman told police that one of the dogs was known to be aggressive.
"At this point, we believe it was an unfortunate accident," Macias told The Bee Macias says the two male dogs, which are believed to be a mix of shar-pei and pit bull are owned by the woman's 30 year old brother.
The infant, the woman and the woman's brother were said to be alone in the residence at the time of the devastating attack, police said.
The brother has since surrendered the dogs to the Central California Society for Prevention of Cruelty to Animals.
SPCA spokesman Walter Salvari said the dogs will be euthanized.
Macias says police are still investigating the case and that charges have not been ruled out.
